Help Appriciated about 12F675

Hello All
I just trying to make flowcode of the given Circuit.

But my computer run with 32 Bit.
This is what I want....
Input is above 15 V,
LED 1 blinking
LED 2 OFF
Input is below 15 V,
LED 1 OFF
LED 2 ON
The Hex file also help me out directly.
