bug in 12F1612.fcdx

procesor 12F1612 can't work with HS oscilator.
the clock selector should not have this position.
The processor can work only in the INTOSC or EXTERNAL CLOCK options

I've confirmed the problem in v8 and rolled out a fix to the update system.
