Scrolling Problens

Hi Guys

Im having major problems in scrolling up and down in V7, also cannot copy and past unless i first drag a component to the position i want if there is no components above it then past underneath and delete it the blank component i just dragged across. Is there a setting i can set to change the scrolling that it is a bit fine not a whole page at a time.
