Binary clock PIC recommendations

OK, time to delve into something new.
I want to build a binary clock. I need 16 Outputs for the LEDs, 3 Inputs for the time set switches. Some sort of internal oscillator for the timing.
Not sure about a 3 or 5 volt PIC yet. 3 volts does provide for permissibility to power it with some batteries. Still sourcing the LEDs Need some tri color low M/amp ones.
Thoughts anyone?
