Repetor Controller

Hello Friends

I am trying to develop a simple repeator controller. I have done it through Flocode V3. and the file can be seen from here:

The idea behind this post is to get some help from a person who can understand the subject. What I want is, to activate a transmitter when received a signal to receiver. so I have done it with fc, but what Iwant now is, if the user further stays on air without putting the PTT off (without voice) I should detect his presence (carrier) and allow him (or anyone else) to use the repeator further 1mit or so. Please see what I have done and be comment on that please. Remember I started FC reacently and wanted to do this.
