Hi All
Just an information when you have problems to program an PIC18 with EB006V9 just check your device pins if it has a Avdd pin you have to put a jumper from VDD to the Avdd pin then it will program.
an example is the PIC18F2431 this device will not program with out the Avdd connect to a supply
I had this issue and checking with Microchip Engineering they informed that in devices with the Avdd pin you have to connect the Avdd pin to a supply as a part of the core is supplied from this pin at least for programming
I hope this helps some one as I was struggling with this for a week now
